Document Security "WARNING BANDS" on all four edges can contain a number of different messages.
Normally Warning Bands describe the various Document Security Features incorporated in a specific document.

  "THE WORDS "OFFICIAL DOCUMENT" ARE PRINTED IN BLUE ON THE FACE OF THE 8-1/2" x 11" DOCUMENT"
  
• Warning bar on bottom edge reads
